History
糸満ハーレー is the major maritime festival of the port city of 糸満 (Itoman), held during ユッカヌヒー (Yukkanuhī), the 4th day of the 5th month in the lunisolar calendar (旧暦5月4日, kyūreki gogatsu yokka). On that day, locals pray for a great fishing catch (豊漁, hōryō) and safety at sea (航海安全, kōkai anzen), then crews compete on traditional boats: a spectacular way to “ask the sea” while showing neighborhood unity. The rite is regarded as one of the most emblematic rowing festivals in Okinawa, and it has been designated as an “intangible folk cultural property” of Itoman City since 2012.
In Itoman, the tradition highlights three historic village groups: 西村 (Nishimura), 中村 (Nakamura) and 新島 (Mījima). The symbolic start is linked to a high point overlooking the port, 山巓毛 (Santinmō): the opening signal is given there, underscoring that hārē is not just a sport, but a rite (御願, ugan) in which participants seek the deities’ protection before competing. Historically, Okinawan hārē/harī is often connected to seafaring competition traditions from outside the islands (notably through maritime exchange), later reinterpreted locally within a strongly communal fishing culture—hence Itoman’s central place in the image of a “seafarers’ town” (海人, uminchu).

The day then continues with several categories (e.g., youth, middle-schoolers, neighborhood teams, etc.). Two highlights are very common: クンヌカセー (Kunnukasē), a “show” race in which the boat is capsized before crews climb back in and restart, and アガイスーブ (Agaisūbu), the premier event where the best rowers line up and the intensity rises. The boats used are traditional craft of the サバニ (Sabani) / “hārē-bune” (ハーレー舟) type, maneuvered with the oar/paddle エーク (Ēku).
What makes Itoman especially striking is the combination of: highly codified ritual (opening, prayers, “ugān race”) + community rivalry (Nishimura/Nakamura/Mījima) + spectacular events (Kunnukasē, Agaisūbu). In some years, health or logistical restrictions may reduce the racing portion, while maintaining essential ritual elements (offerings, chants, prayers).

Late May–June often corresponds to the start/peak of the rainy season (梅雨, tsuyu) in Okinawa: humid heat, sudden showers, and slippery ground on the quays. Dress in “light layers” (breathable) plus a poncho, and wear shoes with good grip on wet surfaces.

The port area may be regulated (traffic, access, parking) on festival day. The easiest approach is to arrive early and leave some buffer time. Depending on the year, dedicated parking (north/south port areas) and shuttles may be announced: check official information before you go.
Visitor tips
Because the date follows the lunisolar calendar, the festival can fall on a weekday: if you want a crowd that feels more “local” and less touristy, that’s often a good sign. To follow what’s happening, keep three keywords in mind on site: ユッカヌヒー (Yukkanuhī), 御願 (Ugan), ハーレー (Hārē). And if you pair it with another stop, 道の駅いとまん (Michi-no-Eki Itoman) is a great “food” add-on after the event.
